What is going on with the Nokia-Siemens merger?

Although the merger between the network divisions of Finnish giant Nokia and German giant Siemens was announced some time ago, the
merger apparently will not be happening until the end of the first quarter of 2007 -- months longer than planned.
The possible cause of the delay may be centered on investigations surrounding corruption at Siemens. I guess not much has gone right for Siemens recently, with it selling its money-losing mobile handset business to Taiwan's BenQ (which is now struggling with the same division) and now the company can't even get a merger right for some reason. Ericsson and Alcatel-Lucent are probably laughing all the way to the bank.
